Cal-Works Outcomes and Accountability Review (Cal-OAR)

As part of the human services trailer bill of the 2017-18 budget package, Chapter 24 of 2017 (SB 89, Committee on Budget and Fiscal Review), California Legislature adopted a framework for a new performance measurement and accountability system for CalWORKs that will be known as Cal-OAR.  In 2017, the Department of  Social Services is convening a cross-agency workgroup to develop plans for how Cal-OAR will operate.

Preliminary discussions have included the idea of aligning CalWorks measures to the Workforce Innovation and Opportunity Act (WIOA) measures used across education and employment programs. This would build more consistency in performance reporting across adult and older youth serving systems that focus on a shared population.
