This grant program administered by the California Workforce Development Board would provide services to individuals with barriers to employment so they can succeed in education, training, and other workforce preparation activities and gain quality employment.

The initiative will give priority to programs that support individuals in career pathway programs aligned with regional labor market needs.
The target populations for this initiative are well defined but not limited to those listed in the legislation:
The initiative supplements existing efforts and focuses resources on individuals either planning to enter or already enrolled in workforce and education programs operating within the strategy detailed in California’s WIOA state plan. The services individuals receive will be delivered through a local or regional partnership between America’s Job Centers of California and community-based organizations.

The overall initiative provides supplemental supports for those individuals engaged in upskilling activities. Supports range from instructional or academic support, direct payments to offset the opportunity cost of participating in training, mentorship, and other differentiated support service to promote an individual’s success.
This initiative does not enforce a separate set of performance outcomes on these grants, but instead utilizes the performance monitoring systems and metrics embedded in the education, training, and workforce development systems participants enter.
At this time, no funds have been appropriated for this initiative. If funded, this initiative has the opportunity to support any number of other California career pathway initiatives including Strong Workforce, AEP, all the WIOA title activities, the ELL Navigator Pilots and more. This flexible, supplemental funding source could provide community based organizations deeply embedded in their communities a means to be vital partners in career pathway onramp programming
