Student-Centered Funding Formula

Revision of student apportionment formula for California’s Community Colleges with a focus on rewarding equity and success.  The formula seeks to address access and achievement gaps for low-income and students of color as well as older and working adults.

Measurement

The new formula calculates apportionments generally using three allocations: 

  • Base Allocation—Current factors (primarily credit FTES);
  • Supplemental Allocation—Counts of low-income students who are California College Promise or Pell Grant recipients or AB540 students; and
  • Student Success Allocation—Counts of outcomes related to the Vision for Success, with “premiums” for outcomes of low-income students. 

Outcomes include:

  • AA degrees for transfer
  • AA degree
  • BA degree
  • Certificates 16+ credit units
  • Transfer level English and Math within first academic year enrolled
  • Transfer to 4-year university
  • Completion of 9+ CTE credits
  • Attainment of regional living wage
Opportunity

Colleges could look to their Adult Education Program partners to design integrated education and training models to support students through the achievement of the first 9 CTE credits, achievement of certifications and beyond.  

Colleges could leverage Strong Workforce partnerships to help focus efforts on programming likely to result in completers earning regional living wages.

Colleges could leverage the Student Equity and Achievement Program funds and activities, specifically to support target populations and achieve equity allocation points.
