Technical Assistance Provider for Career Pathways Design Grant

This postsecondary education initiative of the California Community Colleges Chancellor’s Office provides grants to community college districts to fund a two-person team of Technical Assistance Providers (TAPs) in support of career pathways design. TAP responsibilities include: 

  • Recommending legislative and regulatory policies and procedures
  • Identifying and disseminating best practices to improve career pathways statewide
  • Providing leadership, guidance, and technical assistance at the local, regional, and state levels 

This work helps expand and improve career pathways from middle schools and high schools to community college programs, and support student success.

Funding for the initiative is $950,000, available between July 2015-June 30, 2017.

Measurement

Quality of service provided by TAPs is measured against five objectives:

  • Supply structural support
  • Engage in strategic learning
  • Foster the Career Pathways Community of Practice
  • Provide direct technical assistance to Career Technical Education Pathways Program grantees
  • Generate shared knowledge
Opportunity

The TAP team could help partners make connections between the Adult Education Program (AEP), Career Technical Education Initiative Grants, Linked Learning programs, the Linked Learning Regional Hubs of Excellence, and additional Workforce Innovation and Opportunity Act (WIOA) Title I industry sector partnerships. This could help target specific industries with a skills shortage, engage employers based on occupational targets, and produce portable skills. This combination could also help the team build pathways for a defined population of participants. 

Leveraging WIOA-contextualized integrated instructional strategies and WIOA transitional jobs and on-the-job training services could help this initiative utilize participant-focused and evidence-based practices through integrated education, training, and work-based learning.

As key coordinators in the complex career pathways system, there is opportunity for TAPs to contribute to developing a state-wide contact list that could help identify and build collaborations between similar initiatives. The team could also leverage data across systems to capture participants’ benchmarks and successes. This could help track progress through shared use of data, selection of metrics, and a commitment to formative and summative assessment to inform continuous improvement.
