Transportation Preapprenticeship Development and Training Program

This initiative focuses on building and construction trades.

Design

Local partners will conduct outreach to specific populations in order to increase their representation in the building and construction trades, including women, minorities and underrepresented subgroups, disadvantaged youth, formerly incarcerated individuals.  

Successful partnerships will coordinate with  local building trade councils, and to the extent possible the California Conservation Corps and certified community conservation corps, so individuals who have completed preapprenticeships can continue in their education and employment pathway.

Partners are encouraged to use the multicraft core curriculum.

Partnership

Local public agencies that receive Road Maintenance and Rehabilitation Account funds are eligible to compete for funds in partnership with other agencies and entities, including those with existing preapprenticeship programs.

Delivery

No specific delivery models are called out, but there is an assumption that hands on learning models will be used.

Supports

No specific support services are noted, but there is an assumption that successful programs will include participant supports.

Measurement

The commission is legislatively mandated to provide project update reports on the development and implementation of the program. The report will include: 

• A summary describing the overall progress of the project since the initial award.
• Expenditures to date for all project phase costs.
• A summary of milestones achieved during the prior year and milestones expected to be reached in the coming year.
• An assessment of how the project is meeting the quantitative and qualitative measurements identified in the project nomination.
