AB 273 can provide low-income families greater access to subsidized childcare services by adding enrollment in English as a Second Language (ESL) and High School Equivalency (HSE) Certification Preparation courses to the existing eligibility requirements to qualify for child care assistance.

Lack of childcare can be a huge barrier to participation in educational and employment services. Given this initiative’s specific focus on parents enrolled in English language learning and high school completion coursework, opportunities exist to intentionally leverage childcare under this initiative for participants in Adult Education Programs (AEP), Workforce Innovation & Opportunities Act (WIOA) titles I, II, III, and IV, the ELL Navigator initiative, and career and technical education (CTE).
