Workforce Innovation and Opportunity Act Title III: Wagner-Peyser Employment Services

This workforce development initiative of the U.S. Department of Labor seeks to better align the workforce system with education and economic development, creating a collective response to economic and labor market challenges on the national, state, and local levels. 

Title III Wagner-Peyser Employment Services provides all job seekers with access to employment services, including job search preparation and placement assistance. The initiative increases access to and improves the quality of workforce information and promotes the use of best practices across the system, provides for staff professional development and career advancement opportunities in order to strengthen the provision of career guidance services, and supports the identification of job openings with employers. 

The Workforce Innovation and Opportunity Act of 2014 (WIOA Public Law 113 128) is the authorizing legislation for six “core programs” in the public workforce development system.

There could be opportunity for WIOA Title III to collaborate with its other core WIOA partners to develop a more holistic and integrated service. Such partnerships could include:

  • Title II Adult Education and Family Literacy Act and postsecondary education initiatives in order to design Integrated Education and Training programs for local employers, employees, or potential employees
  • Title I adult, youth, and dislocated worker “Earn and Learn” initiatives
  • Apprenticeship and pre-apprenticeship
  • Title I adult and dislocated worker in order to deliver supportive services

A Roadmap for Joint Regional Planning from the California Community Colleges Chancellor’s Office can help initiatives identify resources, tools, key questions, and regional partners in order to facilitate collaboration around WIOA and the Strong Workforce Program.
